Electricity Customers are Getting Burnt by Soaring Fossil Fuel Prices

"Cost Sharing" between customers and their utilities could have saved customers $2 billion during the pandemic. It's a simple policy update State Utility Commissions or State Legislatures could adopt to align motivations and improve productivity.
